In endeavor to facilities development of cargo traffic in international trading activities (Export, import and Transit), in 1972 the Government issued the PP No. 20 Regulation on Bonded Warehouse. In 1977, the Regulation was amended with the PP No. 31 Regulation. To improve functions and activities of the Bonded Zone, in 1986 were issued the PP No. 22 and PP No. 23 Regulations on the establishment of Bonded Zone Business Company.

The Location for the Bonded Zone was appointed by the Presidential Decree No. 16 of the year 1986, with an area of 173 Hectares at Cakung which was formerly warehouse location of PT Sasana Bhanda, and 8 Hectares at Tanjung Priok which was formerly owned by Bonded Warehouse Indonesia and managed by PT (Persero) Kawasan Berikat Nusantara.

For further development, particularly to anticipate industrial expansion and use of land plots, the PP No. 31 of the year 1990 was issued to add an area in Marunda of 410 Hectares to the Kawasan Berikat Nusantara authorized area.

In addition, since 1995, PT Kawasan Berikat Nusantara has been authorized to manage the all Bonded Zones whose land plots owned by private/ provincial companies throughout Indonesia. Currently KBN manages 8 (eight) Private Bonded Zones nationwide, not to mention its fully-owned 3 (three) Bonded Zones in Jakarta.
